Across from the concert hall, Liverpool’s great theatrical pub presents itself almost too richly: turrets, carved stone, stained glass, beaten copper and marble loos that have become part of the city’s folklore. Yet the “Phil” works because beneath the ornament it remains a busy Hope Street pub.
